This analysis delves into the critical role of fisheries traceability systems across Asia-Pacific Economic Cooperation (APEC) economies, focusing on their impact on sustainability, ecological preservation, and the combat against illegal, unreported, and unregulated (IUU) fishing. With varying levels of implementation across APEC, the study highlights the digital divide in technological adoption and infrastructure, underscoring the need for enhanced traceability in both large-scale and small-scale fisheries. The issuance of yellow cards by international regulatory bodies has spurred significant improvements in traceability systems among larger exporting fleets, demonstrating the effectiveness of international pressure in promoting sustainable practices. However, gaps remain in engaging small-scale fisheries within the traceability framework. The study proposes a multi-faceted approach, including the development of minimal viable IT infrastructure, public awareness campaigns, and the adoption of the Global Data Synchronization Network (GDSN) to standardize traceability data. APEC's pivotal role in fostering collaboration, standardizing practices, and bridging technological gaps is emphasized as essential for achieving sustainable fisheries management and ecological conservation across the region.
