APEC ensures that goods, services, investment and people move easily across borders. Members facilitate this trade through faster customs procedures at borders; more favorable business climates behind the border; and aligning regulations and standards across the region.

APEC has helped drive economic growth and cooperation across the Asia-Pacific by reducing trade barriers, improving the ease of doing business and strengthening connectivity among economies. These efforts have contributed to rising incomes, expanded trade and greater opportunities for businesses and communities across the region.

As previously investigated in APEC report on co-benefit of renewable energy (RE) and energy efficiency (EE), low carbon (or more aggressively carbon neutrality) is among top key success factor to support two main energy goals of APEC, namely 45% energy intensity reduction by 2035 and doubling the share of RE by 2030. Even though APEC has launched ‘Carbon Neutral’ effort since 2008 followed by Low Carbon Model Towns Task Force (LCMT-TF) in 2010, only 7 out of 21 economies (Canada; Chile People's Republic of China; Japan; Republic of Korea; New Zealand; and the United States) has policy implication at various stages; whereas, other economies may face difficulties in limited resources, lack of experiences and experts. In line with APEC 2022 priority on ‘Sustainable and Inclusive Growth’ through Bio-Circular-Green (BCG) Economy Principle, this project aims to extract lesson learned, best practices and low-carbon technology foresight from those economies with established carbon neutral policy, through documentation studies and interactive workshop, to help accelerate carbon neutral policy dialogue in the rest of economies, which would altogether help achieve APEC RE&EE goals, as well as APEC contribution to global climate action.
