Agricultural Biotechnology

Agricultural biotechnology is a revolutionary tool that could change the agriculture sector.

Through the science of agricultural biotechnology, crops can be made resistant to certain diseases, to stressful environmental conditions and to some chemicals. The technology can reduce spoilage and make produce more nutritious. It has the potential to spur economic growth, increase productivity, reduce hunger and malnutrition, and lessen the impact of agriculture on the environment.

APEC ministers and leaders recognize how important it is to communicate to the public the value of such produce, and how important it is to make sure that these products are safe. The APEC High Level Policy Dialogue on Agricultural Biotechnology (HLPDAB) is a recognition of this.

Through the HLPDAB, policymakers develop regulatory frameworks, facilitate technology transfers, encourage investment and strengthen public confidence in biotechnology in order to increase agricultural productivity and to protect the environment, with the ultimate objective of promoting food security.

In 2023, the HLPDAB built on the APEC 2023 theme, Creating a Resilient and Sustainable Future for All and the APEC Putrajaya Vision 2040 third economic driver, Strong, Balanced, Secure, Sustainable and Inclusive Growth.  The HLPDAB alsos aligned with the specific focus of the Agriculture Fora and the Policy Partnership on Food Security’s (PPFS) theme of interconnectedness, innovation and inclusivity as well as the agriculture sub-theme of Together Achieving Sustainable, Equitable and Resilient Agri-Food Systems.

The plenary conducted a sequence of activities, including the preparation of an agriculture biotechnology field guide, which aims to respond to APEC leaders’ declarations, ministerial and high-level statements, and decisions of senior officials. The HLPDAB continues to implement these activities in order to achieve food security both in certain and uncertain circumstances, with emphasis on three concepts namely:  Sustainable, Equitable and Resilient Agri-Food Systems.

The activities will be conducted under the framework of the HLPDAB Strategic Plan (2022-2024), which focuses on three priority areas:

  1. Strengthen mechanisms to continue information exchange on economies’ experiences with agricultural biotechnologies to achieve food security, environmental sustainability and economic prosperity.
  2. Continuously promote transparent, science-based, risk-proportionate and functioning regulatory systems to support the development, application and trade of innovative agricultural biotechnologies for the benefit of APEC member economies.
  3. Facilitate the management of regulatory differences by endeavoring to develop solutions to global challenges to innovative agricultural biotechnologies—including trade-related issues—and improve the ability of APEC economies to communicate effectively about these issues.

The next annual HLPDAB meeting will take place in Trujillo, Peru on August 2024 and will be hosted by Peru.
