The APEC Youths’ Framework on Effective Disaster Risk Management provides a youth-centred reference to strengthen inclusive, preventive, and resilience-oriented disaster governance across APEC economies.
Developed from discussion points obtained during HOPE Workshop 2025, it synthesises grassroots insights into key challenges, shared aspirations, policy directions, and practical actions for disaster risk management. The framework highlights five core pillars: disaster education, inclusive and accountable governance, youth and community co-production of resilience, technology-enabled risk communication, and risk-informed development. It proposes institutional reforms to improve coordination, formalise youth participation, mainstream community-based DRM, and embed risk considerations into development planning, alongside actionable programmes at local, economy, and regional levels. The expected outcomes include stronger policy coherence, empowered youth leadership, improved community preparedness, enhanced trust and communication, and more resilient, equitable development pathways across the Asia-Pacific region.
