The purpose of the regulation:
in order to develop investment, increased capacity, efficiency and productivity of domestic industries and job creation needs to be done attempt providing capital goods that accessible by industry sector;
That, the availability of used capital goods is required for the needs of industrial production processes to the present is not able to fulfilled entirely from sources within the economy, thus needs to be additional procurement from sources in abroad.
